Assam Government Unveils Bills to Enhance Ease of Doing Business

The Assam government has introduced a series of legislative Bills in the state assembly aimed at enhancing the ease of doing business. ### Transforming the Business Landscape in Assam

Industries, Commerce and Public Enterprises Minister Bimal Borah presented The Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026. This Bill aims to replace the existing 2020 MSME legislation, which was initially enacted to streamline the approval process for MSMEs. However, based on the practical experiences and the Centre’s push for improved ease of doing business, the state government has found it necessary to overhaul the current law. The revised framework seeks to implement a more business-friendly environment by introducing measures like digital clearance mechanisms and self-certification, making it easier for new businesses to establish and operate in Assam.

Additionally, Labour Welfare Minister Rameswar Teli proposed The Assam Shops and Establishment (Amendment) Bill, 2026, which focuses on reducing compliance burdens for commercial establishments. By incorporating modern governance concepts such as digital governance and deemed registration, the amendment aims to create a regulatory environment that supports continuous economic activities while maintaining employee welfare and safety standards.
